Promotion 113 Students are promoted from kindergarten to first grade based upon demonstration of 114 satisfactory progress. Decisions are made after careful evaluation of all factors related to 115 learning for the individual student. 116 117 C. Retention 118 Kindergarten students who are not developmentally ready and/or have not demonstrated 119 satisfactory progress in achieving the Maryland College and Career Ready Standards may be 120 considered for retention. Parents are to be notified prior to the end of the third (3rd) marking 121 term if their child is not making satisfactory progress and/or may be considered for retention. 122 In addition to school-based interventions, appropriate at-home strategies and techniques are 123 identified with parental input to foster growth in meeting the standards. The intervention 124 initiatives are to be reviewed and revised as needed during terms three and four. If sufficient 125 progress is not achieved by the end of the fourth marking term, recommendation for retention 126 is made by the student’s teacher. Parents are notified by the teacher. Parents or guardians 127 not agreeing with the decision may request a meeting with the principal to discuss their 128 concerns. If the parent or guardian continues to disagree with the decision for retention, the 129 parent or guardian may appeal the decision in writing through the appropriate administrative 130 channels, as described in section V.B.4.vi-viii. (The process for Kindergarten retention 131 appeals are the same for grades 1-5 retention appeals) 132 D. Those students who are English Language Learners (ELL) will be provided appropriate 133 accommodations based on their Individual Learner Plan (ILP) developed by the English as a 134 Second Language (ESOL) teacher and provided to the classroom teacher. The ILP will be 135 made available through the district’s student database for all teachers assigned to the ELL 136 student.
