Face-to-face conferences must be held 289 before the end of the third (3rd) marking period. A formal letter following the 290 conference documenting the discussion must be mailed to the parent/guardian and a 291 copy retained in the student's permanent record and Student Services Team file. 292 4. During the fourth marking period, evidence must be collected through an examination of 293 multiple factors suggesting that another year in the same grade with appropriate 294 instructional experiences will result in academic success. This information will be 295 summarized by the teacher using the "Non-Promotion/Placement" form and compiled into 296 a packet. Evidence shall include: 297 i. All Mid-term and Marking Period Report Cards for the entire school year. 298 ii. Individual student achievement data on current grade level county assessments, norm 299 referenced assessments, state assessments, local school assessments, and/or other 300 assessment(s) from the student's current grade level experience. 301 iii. Current Student Services Plan and any Intervention Progress Monitoring data. 302 iv. Light's Retention Scale. This instrument is completed through the collaborative efforts 303 of the teacher and parent. It is not meant to be the final decision-making tool. 304 v. Attendance report from X2/Aspen. 305 vi. Parents/guardians of students for whom non-promotion is determined must be afforded 306 a face-to-face conference during the last three weeks of school with a team consisting 307 of the principal, assistant principal, teacher making the retention/non-promotion 308 recommendation and other appropriate staff members as identified by the principal. 309 The team will meet to review the teacher's recommendation packet. The final decision 310 to retain/non-promote requires the school team to create a formal, written, detailed 311 Student Services Team Individualized Learning Plan for the student to be used and 312 monitored by the SST during the following school year. 313 vii. Parents/Guardians who are not in agreement with retaining their child for the coming 314 school year instead of a promotion must follow the appeal process, in writing, to the 315 principal (Level I), followed by the Director of Elementary Education (Level II), the 316 Chief Academic Officer (Level III) and then the Superintendent of Schools (Level IV). 317 As the parent/guardian works through the appeal process at each level, if the designee 318 upholds the principal's decision, then the parent/guardian may appeal to the next level 319 within ten business days. If the Superintendent of Schools upholds the decision of the 320 school principal to retain rather than promote the student, the parent has the right to 321 appeal within ten days to the Board of Education by submitting a letter in writing to 322 the board president (Level V). 323 viii. The school team must be prepared to present the placement/non-promotion documents, 324 beyond the required retention/non-promotion packet which will include current student 325 assessment information, documented intervention services rendered, and/or attendance 326 data denoting the need for a student to remain in the same grade for a second school 327
