Promotion 114 Students are promoted from kindergarten to first grade based upon demonstration of 115 satisfactory progress. Decisions are made after careful evaluation of all factors related to 116 learning for the individual student. 117 118 C. Retention 119 Kindergarten students who are not developmentally ready and/or have not demonstrated 120 satisfactory progress in achieving the Maryland College and Career Ready Standards may be 121 considered for retention. Parents are to be notified prior to the end of the third (3rd) marking 122 term if their child is not making satisfactory progress and/or may be considered for retention. 123 In addition to school-based interventions, appropriate at-home strategies and techniques are 124 identified with parental input to foster growth in meeting the standards. The intervention 125 initiatives are to be reviewed and revised as needed during terms three and four. If sufficient 126 progress is not achieved by the end of the fourth marking term, recommendation for retention 127 is made by the student’s teacher. Parents are notified by the teacher. Parents or guardians 128 not agreeing with the decision may request a meeting with the principal to discuss their 129 concerns. If the parent or guardian continues to disagree with the decision for retention, the 130 parent or guardian may appeal the decision in writing through the appropriate administrative 131 channels, as described in section V.B.4.vi-viii. (The process for Kindergarten retention 132 appeals are the same for grades 1-5 retention appeals) 133 D. Those students who are English Language Learners (ELL) will be provided appropriate 134 accommodations based on their Individual Learner Plan (ILP) developed by the English as a 135 Second Language (ESOL) teacher and provided to the classroom teacher. The ILP will be 136 made available through the district’s student database for all teachers assigned to the ELL 137 student.
